If you are living in Dubai and dreaming of a life in Australia, you have almost certainly come across three numbers: 189, 190 and 491. They can feel confusing at first, but each one is simply a different door into the same house. This guide explains them plainly, so you can move forward with confidence rather than fear.
The Subclass 189: Independent and Portable
The Skilled Independent visa (Subclass 189) is a permanent visa that does not require any state or employer to sponsor you. You are invited purely on your own merit through a points-tested Expression of Interest (EOI) in the SkillSelect system. Because it is fully portable, you can live and work anywhere in Australia from day one. The trade-off is that it is competitive: invitation rounds tend to favour higher scores, often in the region of 90 points or above for many occupations (verify current figures before applying).
The Subclass 190: State Nomination
The Skilled Nominated visa (Subclass 190) is also permanent, but here an Australian state or territory nominates you. That nomination adds 5 points to your score, which can be the difference between waiting indefinitely and receiving an invitation. In return, you commit to living and working in the nominating state for a period, usually around two years. Each state publishes its own occupation lists and requirements, and these change through the year.
The Subclass 491: Regional and Provisional
The Skilled Work Regional (Provisional) visa (Subclass 491) is a five-year temporary visa that leads to permanent residency through the Subclass 191 after you have lived and worked in a designated regional area and met an income threshold. It carries the largest points bonus, currently 15 points for state or family sponsorship, which makes it a realistic option for applicants whose scores fall short of the 189 and 190 rounds. Many UAE residents use the 491 as a stepping stone to permanence.
Choosing From the UAE
The practical path is the same for all three. You obtain a positive skills assessment from the relevant assessing authority, sit an English test such as IELTS or PTE at a Dubai test centre, and lodge an EOI. Your points score and occupation then determine which pathways are open to you. Be cautious of anyone in the UAE promising a guaranteed visa or a fixed timeline.
